The invention discloses a foundation pit pile casing filling device and a construction method.The foundation pit pile casing filling device comprises a ground assembly, a guiding assembly, a hoisting assembly, a connecting assembly, a locking rod, a clamping hook and other components, the ground assembly is connected with the guiding assembly and plays a guiding role in filling installation of a pipe fitting, the pipe fitting is prevented from shaking and rotating in the filling process and even touching the wall of a pile hole, and the construction efficiency is improved. The butt joint precision of the pipe fitting and the lower side pipe fitting is influenced; the connecting assembly is installed on the hoisting assembly, the hoisting assembly is connected with hoisting equipment, the hoisting assembly is connected with and hoists a pipe fitting through a locking rod, a clamping hook and a steel cable, and the connecting assembly is used for being connected with the guiding assembly so as to guide filling of the pipe fitting; and in cooperation with a corresponding construction method, the working efficiency of construction workers and the filling stability are improved.
