A concrete cushion layer extending in the length direction of the road structure, a plurality of water collecting wells arranged above the concrete cushion layer and water conveying pipes communicating the water collecting wells are arranged in the gravel layer, a plurality of perforated permeable pipes with the tops penetrating into the planting soil layer are arranged in the gravel layer, and the tops of the perforated permeable pipes are connected with water collecting hoppers; and a baffle and a filter screen are vertically arranged in the water collecting hopper. According to the grassed swallow with the regulation and storage functions, the stagnation, infiltration, purification and storage functions of the grassed swallow are enhanced, and the grassed swallow has a strong prevention function on flood disasters in rare heavy rainfall weather.
