The installing and positioning device comprises a prefabricated stair body (1), a lower stair connecting platform (2), an upper stair connecting platform (3), a lower stair fixing block (4), an upper stair fixing block (5), a height adjusting assembly and a positioning assembly. The lower stair connecting platform and the upper stair connecting platform are arranged on the floor platform; the lower stair fixing block and the upper and lower stair fixing block are connected with the prefabricated stair body. The lower stair fixing block is installed on the lower stair connecting platform through a positioning assembly, and the elevation of the lower stair fixing block is adjusted through a height adjusting assembly. The upper stair fixing block is installed on the upper stair connecting platform through the positioning assembly, and the elevation is adjusted through the height adjusting assembly, so that the prefabricated stair body is installed between the lower stair connecting platform and the upper stair connecting platform. The positioning precision, the mounting efficiency and the construction safety of the prefabricated stair can be improved.
