The invention discloses an outer wall prefabricated insulation board mounting and positioning device which comprises an outer template and an inner template which are connected together through a template pull piece and form a cast-in-place wall body mold cavity, and further comprises a pull rod with one end fixed on the outer template and the other end penetrating through a splicing seam between two adjacent prefabricated insulation boards, and a positioning piece connected with the pull rod. The prefabricated insulation board is clamped between the positioning piece and the outer template, so that the prefabricated insulation board is reliably positioned on the inner side of the outer template; the pull rod is arranged at the abutted seam, the positioning piece can position the two adjacent prefabricated insulation boards at the same time, the number of positioning devices is reduced on the whole, and cost is saved. Furthermore, a pull rod is arranged as a template pull piece, and the template pull piece and the pull rod are combined into a whole, so that the number of accessories can be reduced, and the cost is reduced. The invention further discloses a mounting method of the mounting and positioning device for the outer wall prefabricated insulation board.
