The invention discloses a porous rubber asphalt mixture and a pavement construction method thereof.The porous rubber asphalt mixture comprises initial materials and additives, the initial materials comprise matrix asphalt, waste rubber powder, filler and a defoaming agent, the additives comprise reclaimed rubber, cellulose and epoxy resin, and the porous rubber asphalt mixture is manufactured through mixing equipment; the method comprises the following steps: pre-loading an initial material into mixing equipment, stirring and mixing the initial material in a certain temperature environment, and selectively adding an additive in the stirring process, so that a horizontal stirring axis in the mixing equipment obliquely changes in a reciprocating manner in the vertical direction. According to the invention, the initial material and the selectively added additive are mixed in the mixing equipment, the porous rubber asphalt mixture for pavement construction is prepared by using the stirring mechanism with the horizontal axis, and in the mixing process, the stirring horizontal axis is inclined in a reciprocating manner in the vertical direction, so that the mixing efficiency is improved. And bubbles in the mixed material are continuously pushed upwards to float out of the liquid level.
