The invention relates to a low-temperature flame-retardant rubber modified asphalt mixture and a pavement construction method thereof. The mixture comprises rubber modified asphalt, a stone material, a filler, an asphalt flame retardant and a warm mixing additive, the dosage of the asphalt flame retardant is 3% of the dosage of the rubber modified asphalt; the mixing amount of the warm mixing additive is 4.5% of that of the rubber modified asphalt; the mass percentage of the rubber modified asphalt is 5%, and the mass percentage of the stone and filler mixed component is 95%; the pavement construction method comprises the following steps: controlling the construction temperature of the flame-retardant rubber modified asphalt mixture and constructing the low-temperature flame-retardant rubber modified asphalt mixture. The invention has the characteristics of energy saving, environment protection, long construction period, improved pavement durability, easy storage and transportation, investment saving, less smoke and flame retardance.
