The invention discloses a pile foundation protection device which comprises a plurality of ecological anchors, and the ecological anchors are used for disturbing sediment water flow close to the surface of a seabed. The ecological anchors are arranged around the pile foundation along a preset track, and the preset track is perpendicular to the ocean current direction. The protection device of the pile foundation is provided with the ecological anchors arranged along the preset track, the ecological anchors can directly face the ocean current direction to achieve the turbulence effect on sediment water flow close to the seabed surface, the impact force of the sediment water flow close to the seabed surface caused by the ocean current is efficiently reduced, the scouring effect on the pile foundation is relieved, and the service life of the pile foundation is prolonged. The surface of the pile foundation is protected against impact damage, and the offshore wind generating set is prevented from collapsing due to damage of the pile foundation. The invention further discloses an offshore wind power pasture applying the protection device, and a pile foundation of an offshore wind generating set can be protected.
