The guide plate is arranged on one side of the pile foundation; hoops are arranged on the sides, close to the pile foundation, of the guide plates; guide holes are formed in the sides, away from the pile foundation, of the guide plates; the pile foundation is sleeved with the anti-collision sleeve in the annular direction, and the bottom face of the anti-collision sleeve is located in seawater. The anti-collision sleeve is of a honeycomb structure, and the cross section of the anti-collision sleeve is rectangular. A connecting seam is formed in one side, close to the guide plate, of the anti-collision sleeve; the guide plate is inserted into the connecting seam, and the side edge of one side, far away from the pile foundation, of the guide plate exceeds the outer surface of the anti-collision sleeve; a first bolt is arranged on the anti-collision sleeve and located at the connecting seam; the first bolt is correspondingly arranged in the guide hole in a penetrating manner and can move up and down along the guide hole; the floating box sleeves the pile foundation and is positioned at the bottom of the anti-collision sleeve; a second bolt is arranged on the buoyancy tank; the second bolt is correspondingly arranged in the guide hole in a penetrating mode and can move up and down along the guide hole.
