The expansion joint structure comprises first profile steel and second profile steel which are symmetrically arranged, an expansion joint is reserved between the first profile steel and the second profile steel, an upper-layer flexible sealing adhesive layer and a lower-layer flexible sealing piece which are used for sealing the expansion joint are arranged between the first profile steel and the second profile steel, and the upper-layer flexible sealing adhesive layer is located above the lower-layer flexible sealing piece. The first clamping part and the second clamping part are located on the two sides correspondingly, the sealing part is connected with the first clamping part and the second clamping part, and a first clamping groove used for fixing the first clamping part is formed in the surface of the side, facing the expansion joint, of the first profile steel. A second clamping groove used for fixing the second clamping part is formed in the surface of the side, facing the expansion joint, of the second profile steel. The invention further discloses a steel structure concrete type wagon balance adopting the expansion joint structure. By adopting the double-layer sealing structure, the sealing protection effect of the expansion joint of the wagon balance is greatly improved.
