An oil outlet of a pilot pump is connected with an oil port E of a limiting valve, an oil port G of the limiting valve is communicated with an oil port P of a rotary handle, an oil port H of the limiting valve is communicated with an oil tank, in the normal state, the oil port G and the oil port E of the limiting valve are communicated, and after the limiting valve makes contact with a limiting collision rod and is stressed, the oil port E and the oil port H of the limiting valve are communicated. An oil port 1 and an oil port 2 of the rotary handle are respectively connected with control ports at two ends of the rotary valve, a working port B of the rotary handle is communicated with a port C of the rotary motor, a working port A of the rotary handle is communicated with a port D of the rotary motor, an oil outlet of the main working pump is connected with an oil port I of the electromagnetic switch valve, and an oil port J of the electromagnetic switch valve is connected with a port A1 and a port A2 of the rotary valve. A B1 port of the rotary valve is connected with a D port of the rotary motor, a B3 port of the rotary valve is connected with a C port of the rotary motor, and an A 3 port and a B 2 port of the rotary valve are connected with the oil tank. An economical, reliable and safe method is adopted, and the rotation limiting function is achieved.
