The FRP anti-sliding composite pipe confined seawater and sea sand concrete column structurally comprises a steel member; the FRP pipe is wound on the outer wall surface of the steel member; the ultra-high performance concrete shell is poured on the inner wall surface of the steel member; and the seawater and sea sand concrete body is poured in the ultra-high performance concrete shell. The construction method comprises the following construction steps: S1, prefabricating the steel member; s2, an FRP pipe is manufactured; s3, an ultra-high performance concrete shell is manufactured; and S4, a seawater and sea sand concrete body is manufactured. The structural design of the FRP composite pipe can be achieved, on the basis that the insufficient ductility of a single FRP confined concrete member is effectively relieved, the interface performance of seawater and sea sand concrete and the FRP composite pipe is improved, the construction efficiency is improved, meanwhile, the use performance of the composite pipe is improved, and the application range of the member is widened.
