The invention discloses a fore shaft steel cofferdam and a construction method.The fore shaft steel cofferdam comprises a guide frame, eight anchor rods, four sets of fore shaft steel pipe piles, water stopping filler, a ring beam structure and a concrete bottom sealing layer, the anchor rods are fixed to a riverbed, the guide frame is welded to the fore shaft steel pipe piles, the fore shaft steel pipe piles are fixedly connected with the anchor rods, and the concrete bottom sealing layer is fixed to the guide frame. The invention further discloses a construction method of the fore shaft steel cofferdam, the method comprises the steps that the fore shaft steel pipe piles are inserted and driven through the guide frames, underwater concrete is used for sealing the bottom after a ring beam structure is arranged on the inner side of the cofferdam wall, construction can be completed, gaps can be filled with materials expanding when encountering water, and the risk of water leakage is reduced; the guide frame is used for positioning and implementing accurate piling, and the locking steel pipe piles located at the four corners of the guide frame serve as positioning piles in the torrent water area, so that the risk of pile body deviation during piling in the torrent water area is reduced or eliminated.
