The invention discloses a construction method of a non-sealing concrete locking steel pipe pile cofferdam under the conditions of deep water and shallow coverage, which comprises the following steps: S1, lowering and driving a guide hole steel casing, and penetrating through a covering layer to enter a strong weathered rock stratum; s2, punching and drilling in the hole guiding steel casing until the designed pile bottom elevation of the moderately weathered rock stratum are reached, then ending to obtain hole guiding grooves, and repeating until a preset number of hole guiding grooves are obtained; s3, manufacturing and installing a waling inner supporting system, and integrally lowering the waling inner supporting system in place; s4, lock opening steel pipe piles are gradually inserted into the formed guide hole grooves till all the lock opening steel pipe piles are inserted and hit, and the cofferdam is closed; s5, underwater concrete is poured to the elevation position of the bottom of the bearing platform at the inner side groove section of the locking steel pipe pile cofferdam; according to the method, the guide hole grooves are drilled to the moderately weathered rock stratum, then the fore shaft steel pipe piles are inserted and driven, and the overall stability of the cofferdam structure is good; underwater fine aggregate concrete is poured on the inner side groove section of the cofferdam to connect the cofferdam and the rock stratum into a whole, and the water stopping effect is good.
