The invention relates to the technical field of building materials, and discloses a roadbed filling material and a manufacturing method thereof.The roadbed filling material comprises drilling water-based waste mud, fly ash, a destabilizing agent, an adjusting agent and sand, the sand accounts for 10% by mass of the roadbed filling material, and the roadbed filling material further comprises natural clayey soil, every 100 ml of the roadbed filling material contains 12-30 g of cement, 6-10 g of natural clayey soil, 6-18 g of fly ash, 2-7 g of a destabilizing agent, 3-5 ml of an adjusting agent and 10 g of sand. The raw materials of the roadbed filling material comprise the drilling water-based waste mud, the fly ash, the destabilizing agent, the adjusting agent, the sand, the natural clay soil and the like, the drilling water-based waste mud is converted into the roadbed building material, and the purpose of waste utilization is achieved. The sand is added into the raw materials of the roadbed filling material, so that the density of the roadbed filling material system is improved, the strength and the pressure resistance of the roadbed material are improved, and the safety and the practicability of the roadbed material are ensured.
