The method comprises the following steps: carrying out preloading and grouting reinforcement on a base; forming a floor mold on the upper surface of the substrate; processing a binding steel bar and mounting the binding steel bar on the floor mold; two skewbacks located at the two opposite ends of the base in the extending direction of the tunnel are formed through pouring; an arch ring located above the floor mold is formed through segmented pouring; the arch ring comprises a plurality of arch ring units, a first construction joint is arranged between every two adjacent arch ring units, and a buttress is arranged below each first construction joint; and performing layered backfill construction above the arch ring.
