The invention provides a reinforced abrupt slope embankment with combined action of geocells and geogrids and a construction method.The reinforced abrupt slope embankment comprises an abrupt slope embankment slope surface, multiple layers of geogrids are horizontally laid from the abrupt slope embankment slope surface, the sides, away from the abrupt slope embankment slope surface, of the multiple layers of geogrids are arranged in a staggered mode layer by layer to form a step shape, and the multiple layers of geogrids are arranged in a staggered mode; roadbed filling soil is leveled and compacted below each layer of geogrid; a plurality of layers of geocells are horizontally laid on the side, away from the slope face of the abrupt slope embankment, of the geogrid, the multiple layers of geocells are arranged in a staggered mode in the direction away from the slope face of the abrupt slope embankment to form a step shape, and the overlapped portions of the geogrid and the geocells are connected and fixed through fixing connecting rods. The geocells and the geogrids are flatly laid in the embankment, so that the whole side slope is more stable and safer, water and soil loss and flushing of rainwater and surface runoff are prevented, and the stability of the side slope is further consolidated.
