The invention discloses an open caisson reserved hole device and a construction method. The open caisson reserved hole device comprises a reserved water stop sleeve and an inner support inner mold. The reserved water stop casing pipe is used for being pre-buried in a steel reinforcement framework of the side wall of the open caisson and providing a hole. The inner supporting inner mold is used for blocking the hole in the sinking process of the open caisson so as to prevent external water and soil from entering the hole. According to the open caisson hole reserving device, the hole is reserved by pre-burying the reserved water stop sleeve in the open caisson prefabricating process, the potential quality and safety hazards caused by breaking the side wall of the open caisson after the open caisson sinks are avoided, the construction efficiency is improved, and the vertical pressure bearing capacity of the side wall of the open caisson is improved through the pre-buried reserved water stop sleeve.
