The invention discloses a formula of an energy-saving and consumption-reducing foam concrete material, which consumes a large amount of two admixtures of coal ash of a thermal power plant and steel slag powder of an iron and steel plant to reduce the use amount of cement in foam concrete, and has the advantages of waste utilization, no toxicity, no harm, energy saving and consumption reduction. Due to the addition of the Huoqianjin, the functions of reducing the water cement ratio of the foam concrete, inhibiting shrinkage cracking and improving the compactness and the early strength are achieved; after the fly ash is mechanically activated, the production quantity of a condensation material capable of filling a hollow microporous structure between pores of the hardened slurry can be increased, the compactness of the hardened slurry is improved, and the compressive strength of the foam concrete is improved; the content of CaO and MgO can be reduced through carbonation pretreatment of the steel slag powder, and the problem of poor stability is solved.
