The device comprises an electric lifting frame arranged on a ship body, the receiving end of the electric lifting frame is connected with a containing box, the containing box is internally connected with a mud pump, the mud pump is electrically connected with a ship body power source, and an outlet pipe is arranged at the top end of the mud pump; an inlet pipe is arranged at the bottom end of the mud pump, and the mud pump comprises an alternating mechanism, an opening and closing mechanism and an external stirring mechanism; the sludge pump is started, the river bottom sludge can be filtered through the external stirring mechanism firstly, so that hard impurities, broken stones and the like are isolated outside, then the sludge enters the alternating mechanism through the external stirring mechanism, finally enters the inlet pipe and is pumped into the collecting box through the outlet pipe by the sludge pump, and cleaning of the river bottom sludge is completed. And rotation can be adjusted through the rotation mechanism, when one channel of the rotation mechanism is blocked, the opening and closing mechanism can open the other channel to continue the mud pumping work, and therefore the continuity of the mud pumping work is guaranteed.
