The invention relates to the field of waste well treatment devices. A waste pumping well grouting sealing and filling device comprises a grouting mechanism and further comprises a cutterhead mechanism used for cutting a well casing open, and the cutterhead mechanism is detachably installed at the bottom of the grouting mechanism. The grouting mechanism comprises a main supporting pipe and a grouting pipe, a closed grouting chamber is arranged at the bottom of the main supporting pipe, and a grout spraying opening is formed in the side wall of the grouting chamber; the grouting pipe is arranged in the main supporting pipe, the top of the grouting pipe extends out of the main supporting pipe, and the bottom of the grouting pipe extends into the grouting chamber; a blocking piece is fixed to the side wall of the main supporting pipe and located above the slurry spraying opening. The well pipe opening is cut open through the cutter head mechanism, cement paste is injected into the packing layers inside and outside the pumping well through the paste spraying opening, the packing layers are effectively filled with the cement paste to be hardened, and the situation that underground water pollution caused by the fact that the packing layers are not closed subsequently of the abandoned well is diffused through the packing layers in a serial mode is effectively avoided; and the waste pumping well string layer pollution risk is reduced.
