The invention discloses a steel rail telescopic adjuster and beam end telescopic device integrated laying construction method which comprises the following steps that a replacement telescopic adjuster and a beam end telescopic device are laid, and the replacement telescopic adjuster is of a structure that a sharp base rail in a standard steel rail telescopic adjuster is replaced with a tool rail; seamless tracks on the two sides of the beam seam are laid; and the tool rail is dismantled, and the sharp base rail is installed, so that the standard steel rail telescopic adjuster is formed. Under the condition that seamless tracks are not laid on the left side and the right side of a beam seam, the regulator and a beam-end telescopic device sleeper are laid in advance, a tool track is used for replacing a sharp base track to temporarily lay the track, follow-up track construction is conducted, and then the sharp base track of the steel rail telescopic regulator is laid, so that the construction efficiency is improved; damage to the steel rail pieces in the engineering line transportation and large machine tamping process is avoided, the problem of advance laying and the defects caused by an insertion laying method are solved, and the problem that the steel rail telescopic adjuster is inconvenient to lay is effectively solved.
