The method comprises the following steps: prefabricating a bottom plate layer with a first hole, pouring a cast-in-place layer on the bottom plate layer, reserving a second hole around the first hole in the cast-in-place layer, forming a step-shaped hole by the second hole and the first hole, performing waterproof treatment on corners of four sides of a step surface of the step-shaped hole, and reinforcing a plurality of layers of reinforcing rib meshes on connecting keys. Treating the periphery of the hole, erecting a formwork below the hole to pour concrete, curing the concrete, and removing the formwork after the concrete reaches certain strength. The method is used for solving the problems that the steel bar planting effect is poor and leakage is prone to occurring when holes such as a pay-off hole and a pump pipe hole are blocked.
