The invention discloses a building outer wall door and window mounting and dismounting construction process and a safety protection device. The process comprises the following steps that original movable window sashes, fixed window sashes and other framework components except a window frame are dismounted in sequence; through holes are formed in the left side and the right side of an original window frame, and tightening steel wire ropes penetrate through the holes. A protective cover is mounted outside the window frame mounting hole and connected with a tightening device in the building outer wall through a tightening steel wire rope; the safety of the original window frame is judged, and the window frame with poor safety performance is reinforced; an additional window frame matched with the original window frame is installed on the original window frame; a new framework component, a fixed window sash and a movable window sash are sequentially installed; and the protective cover is dismantled, and the through hole in the original window frame is blocked. A new door and window can be mounted on the premise that an original window frame structure is reserved, the door and window can be dismounted and mounted indoors, and the problem that construction waste falls from high altitude in the mounting and dismounting process can be effectively solved.
