The invention relates to a method for reducing an urban heat island effect by using PCM (Pulse Code Modulation), which comprises the following steps of: obtaining a PCM-mixed concrete plate through a method I or a method II, and applying the PCM-mixed concrete plate to a road surface to prevent the temperature of the road surface from rising; the first method comprises the steps that core-shell packaging PCM is used, a metal pipeline is filled with the core-shell packaging PCM, the metal pipeline filled with the core-shell packaging PCM is embedded into a concrete plate, and the concrete plate mixed with the PCM is obtained; the second method comprises the following steps: adsorbing PCM by using a porous carrier material to obtain PCM with a stable shape, and mixing the PCM with the stable shape with concrete to obtain a concrete slab mixed with the PCM; the pavement temperature can be reduced by adding the solid-liquid PCM into the pavement, when the pavement temperature reaches the phase change temperature or above, the phase change is generated by absorbing the pavement heat energy, and the pavement temperature can be reduced, so that the urban heat island effect is relieved.
