The invention provides high-strength and high-toughness concrete as well as a preparation method and application thereof, and relates to the technical field of concrete. The high-strength Portland cement and the gravel material with good gradation are selected, meanwhile, the high-strength steel fiber is adopted to improve the toughness of the concrete, the expanding agent compensates the shrinkage of the concrete, and through reasonable proportioning, the obtained concrete has the characteristics of high strength, good toughness, small shrinkage, convenience in construction, rapidness and high strength. Results of the embodiment show that the 24-hour compressive strength of the concrete is larger than or equal to 30 MPa; the 28d compressive strength is greater than or equal to 80MPa; the 28d bending tensile strength is greater than or equal to 8.0 MPa (a four-point bending test method is adopted); the 28d equivalent bending strength is greater than or equal to 5.0 MPa; and the restrained expansion rate is greater than or equal to-0.010%.
