Provided is a parking management system capable of managing so that parking of a pre-registered vehicle is permitted, and capable of improving user convenience. A parking management system (1A) is provided with a management device that performs management so that a registered vehicle registered in advance is parked in a parking space of a parking lot, and is operated by connecting, via a communication line, the management device to a portable terminal (100) that is operated by a passenger of a pre-parking vehicle to be parked in the parking space. A management device is provided with: a vehicle camera (40) that captures an image of a vehicle before entering a garage; a pre-entry vehicle specific information acquisition unit (72) that acquires specific information of the pre-entry vehicle on the basis of image data based on the pre-entry vehicle captured by the vehicle imaging camera (40); a registered vehicle determination unit (51) that checks the acquired specific information with a database in which registered specific information pertaining to the registered vehicle is recorded, and determines whether or not the vehicle before entering the garage is the registered vehicle; and a transmission unit (54) that, when the registered vehicle determination unit (51) determines that the pre-entry vehicle is the registered vehicle, uses the pre-entry vehicle as a entry permitted vehicle and transmits, to the portable terminal (100), a entry permission notification that permits entry into the parking space.
