According to the modular roadbed construction method, a foundation structure is included, a roadbed structure is arranged on the upper surface of the foundation structure, a stabilizing plate is arranged in the roadbed structure, and a first through hole is formed in the upper surface of the stabilizing plate; a first transverse plate, a second transverse plate and a third transverse plate are arranged in the roadbed structure and located above the stabilizing plate, and second through holes are formed in the upper surfaces of the first transverse plate, the second transverse plate and the third transverse plate; side plates are arranged on the left side surface and the right side surface of the roadbed structure, clamping grooves are formed in the side surfaces of the side plates, and first fastening holes are formed in the upper surfaces of the side plates. By means of the structure, the side plates, the transverse plates, the stabilizing plates and the fixing plates can be used for manufacturing a protection structure, the roadbed can be protected, the phenomena of soil loss and roadbed collapse caused by the influence of water flow can be avoided, the stability of the roadbed is improved, and meanwhile the bearing capacity of the roadbed is improved.
