The invention discloses a construction method of a high-underground-water-level low-filling shallow-digging silty-fine sand soil roadbed, which comprises a drainage cushion layer and a curing layer positioned above the drainage cushion layer, the curing layer is formed by stirring silty-fine sand and a curing agent, the drainage cushion layer is arranged at the bottom of the curing layer, and foundation soil is excavated to the bottom surface of a roadbed bed; constructing reinforced concrete piles on the bottom surface of the subgrade foundation bed; pouring a reinforced concrete raft; pouring the bearing plate; the two sides of the reinforced concrete raft plate and the bearing plate are backfilled with water seepage soil; starting to fill a foundation bed filler layer on the upper end surface of the bearing plate; a drainage ditch is constructed on the side, away from the roadbed, of the water-permeable soil, the drainage ditch and the water-permeable soil are communicated, and underground water below and on the two sides of the reinforced concrete raft plate is drained to enable the filler on the bearing plate to be in a dry state. According to the roadbed structure, the pile and raft overall structure is fully integrated and utilized, filler replacement and drainage height limitation are achieved, and the risk that expansive soil swells and arches under the water saturation effect and the mud pumping damage of a foundation bed are successfully avoided.
