According to the device, a driving motor at one end of a motor base is mainly used for outputting power to drive a threaded groove and a threaded strip which are connected with the output end of the driving motor to be matched with each other to fixedly connect a fixing plug pin at one end of an outer hole pipe in an inserted mode, and then a stable long pipeline structure is formed; the spiral arc-shaped strip is of an arc-shaped spiral structure and is matched with a porous tubular structure formed by the outer hole pipe and the inner hole pipe, the contact area in the water flowing process can be increased through the structure, the stress direction of a water outer hammer formed by water pressure is divided into a plurality of directions, and therefore the influence of the water hammer is counteracted, and it is guaranteed that no damage is caused to equipment in the water flowing process; and the service life of equipment is prolonged.
