The invention relates to a sound-insulation and heat-insulation ground and a construction method thereof, and the sound-insulation and heat-insulation ground comprises a pavement surface composed of floor tiles, a supporting mechanism and a foam concrete filling layer; the supporting mechanism is arranged on a pavement foundation and is used for supporting a pavement surface; a filling space used for being filled with a foam concrete filling layer is formed between the paving face and the paving foundation under the supporting of the supporting mechanism. The construction method mainly comprises the steps that foam concrete is poured into the built filling space, then heat insulation and sound insulation of the ground are achieved, and a pavement surface can be better supported and fixed. Construction is simple and reliable, and labor input cost and construction time can be greatly reduced.
