The invention relates to the field of soft foundation reinforcement treatment, in particular to a vacuum surcharge combined preloading construction method which comprises the following steps that a vertical drainage body and a horizontal drainage body which are connected with each other are arranged in a soft foundation area; a plurality of sealing films are laid on the upper side of the soft foundation area in the mode that the peripheries are mutually lapped and fixed; spraying a quick-setting rubber asphalt waterproof coating at the joint of the adjacent sealing films to enable the sealing films to be connected with a sealing sheet, and fixing the periphery of the sealing sheet to the periphery of the soft foundation area; the soft foundation area under the sealing film is vacuumized through the horizontal drainage body; and carrying out preloading construction after the vacuum degree under the sealing film meets the requirement. The sealing structure has the advantages that the probability of breakage of the sealing film can be reduced, so that the sealing performance of the sealing film is guaranteed, and the construction stability is improved.
