Then the hydraulic motor is controlled according to the two working conditions that the working device does not act and acts, the motor is controlled according to a certain rotating speed or torque by arranging the energy accumulator and controlling the pressure threshold value of the hydraulic system, and it is guaranteed that when the working device does not act, the efficiency of the hydraulic pump is the highest; the system does not have pressure loss along the way caused by overflow and middle-position oil return, and when a working device acts, overflow and inter-valve pressure loss caused by large pressure, small flow and limiting of the working device are avoided.
