The invention discloses an excavation method and an excavation device for a hard rock layer of a foundation pit. The excavation method comprises the following steps: implementing positioning pay-off, and performing section, side slope, layered plane position and elevation pay-off on the foundation pit to be excavated; setting out according to positioning, and drilling along the vertical direction of the section to form a section vertical through seam; universal wheels are arranged at the intersection point of the side slope line and the elevation horizontal line of each layer and the opening of the side slope line correspondingly, and angle cutting of the side slope is conducted; a rope saw parallel guide rail is installed, a rope saw is wound on the universal wheel, and one end of the rope saw is arranged in the drilled hole; and the direction of the rope saw and the adjusting direction of the universal wheel are adjusted, and the hard rock layer in the pit foundation is cut. According to the excavation method, convenient and fast positioning construction and horizontal layered cutting can be achieved. The universal wheels are matched with the rope saw in a guiding mode for slope cutting, the slope construction effect and flatness are improved, the construction cost is reduced, the excavation effect of a hard rock layer in a foundation pit is improved, and the excavation time is shortened.
