The composite expanding agent provided by the invention can fully excite the expansion potential of a multi-element expansion source in different action window periods to form early-stage-middle-stage-later-stage gradient expansion efficacy, so that the prepared low-water-binder-ratio cement-based material realizes low shrinkage and expansion on the basis of ensuring good mechanical properties and durability.
