The invention provides a sea surface petroleum oil stain collecting device. The sea surface petroleum oil stain collecting device comprises a recycling body, a floating mechanism and an oil containment boom mechanism. Wherein a drainage chamber, an oil-water mixing chamber, a first-stage oil storage chamber, an oil containment boom storage chamber, an air pump chamber and a second-stage oil storage chamber are arranged in the recovery main body, the drainage chamber and the first-stage oil storage chamber are located on the two sides of the oil-water mixing chamber respectively, and the drainage chamber and the oil-water mixing chamber are separated through a hydrophilic oleophobic film layer; the first-stage oil storage chamber is separated from the oil-water mixing chamber through an oleophylic and hydrophobic membrane layer; the oil containment boom storage chamber is arranged between the first-stage oil storage chamber and the second-stage oil storage chamber, the first-stage oil storage chamber and the second-stage oil storage chamber are communicated through a pipeline, and the air pump chamber and the oil containment boom storage chamber are arranged in parallel; a drainage assembly used for draining water outwards is arranged in the drainage chamber. An air pump is arranged in the air pump chamber; a water inlet communicated with the interior of the oil-water mixing chamber is formed in the top of the side wall of one side of the recycling main body.
