The invention relates to a broadband energy consumption type rail fastener which comprises an under-rail composite sandwich plate spring assembly and a steel rail elastic restraining assembly, the under-rail composite sandwich plate spring assembly and the steel rail elastic restraining assembly are both fixed to a sleeper, and the under-rail composite sandwich plate spring assembly is located below a steel rail. The steel rail elastic constraint assembly is used for providing steel rail elastic constraint. The under-rail composite sandwich plate spring assembly is composed of a steel rail support, a viscoelastic layer, a damping alloy layer, a plate spring support, a first anchor bolt and a positioning hoop. The plate spring support is fixed to a sleeper through the first anchor bolt. The steel rail support, the viscoelastic layer, the damping alloy layer and the plate spring support are restrained by the positioning clamps, so that large relative slippage is not generated, and eccentric failure of the overall structure of the under-rail composite sandwich plate spring assembly is avoided. The bearing capacity and the effective stroke can be changed by changing the thickness, the width or the number of layers of the viscoelastic layer and the damping alloy layer and the material of the damping alloy layer, and good applicability to both heavy-load and light-load railways is achieved.
