The invention discloses an anti-pulling prefabricated hollow pile and bearing platform construction system and a using method thereof. The system comprises a prefabricated hollow pipe pile; the embedded anti-pulling unit comprises a deformed steel bar sleeve, a connecting rod, a steel supporting plate, a second filling layer, a first filling layer arranged between the inner wall of the deformed steel bar sleeve and the connecting rod, and a reserved steel bar which is fixedly arranged on a pipe body of the deformed steel bar sleeve and extends out; the scabbling treatment device is used for uniformly treating the inner surface of the prefabricated hollow pipe pile in advance. The scabbling treatment device comprises a machine shell, a supporting wheel assembly, a workpiece supporting part, a direction control assembly, a motion control assembly and a scabbling cutter driving assembly. According to the prefabricated hollow pipe pile, the threaded steel sleeve and the two filling cavities are arranged in the prefabricated hollow pipe pile, and the threaded steel sleeve and the two filling cavities are used for transmitting anti-pulling acting force, so that the technical problem that connection between the inner wall of the prefabricated hollow pipe pile and the anchoring steel bars is insufficient is effectively solved; and the anti-pulling capability is improved in an auxiliary manner.
