The invention discloses a wharf engineering water cross beam reinforcing steel bar binding and positioning device and a construction method thereof. The device comprises a composite plastic plate bottom die, a bottom supporting cushion device, a bottom layer reinforcing steel bar point location rod, a plug pin, a side reinforcing steel bar point location rod, a clamping device and a reinforcing steel bar positioning buckle. A plurality of bottom supporting cushion devices are placed on the composite plastic plate bottom die at equal intervals; the bottom layer steel bar point location rod is placed on the bottom supporting cushion device and fixedly connected with the composite plastic plate bottom die through a plug pin.
