The invention discloses an underwater bare rock area steel pipe pile anchoring construction method which comprises the following steps that firstly, hole guiding is conducted on a bare rock face through an underwater buoyancy tank percussion drill, then after steel pipe piles are put into holes through a crane and temporarily stabilized, the steel pipe piles are connected into a whole through welding and parallel connection, and a platform of a geological drilling rig is erected at the tops of the steel pipe piles; a geological core-pulling machine is installed on a pile top platform, then a guide pipe is used for extending into a riverbed rock surface in the steel pipe pile, and the steel pipe pile is drilled into the position 3 m below a rock stratum through a geological drill; after core pulling is completed, a seamless concrete core steel pipe rod with the length of 4 m is inserted into the hole bottom through a guide pipe, and then the guide pipe is pulled out; a guide pipe for pile foundation pouring is installed, and C30 underwater concrete with the height of 3 m is poured into the steel pipe pile according to the underwater pile foundation pouring technology; after the concrete in the steel pipe piles is equal in strength, the steel pipe piles and the rock stratum form an anchoring structure through the concrete and the seamless steel pipes, anchoring steel pipe pile construction is completed, the geological drilling rig construction platform is dismantled, and the trestle superstructure continues to be erected.
