A heat-insulating window panel (1) is provided with: a light-transmitting member (10) having light-transmitting properties; and a panel member P including an outdoor substrate (20) that supports the light-transmitting member (10) from the outdoor side by a first elastic body (51), an indoor substrate (30) that supports the light-transmitting member (10) from the indoor side by a second elastic body (52) without coming into contact with the outdoor substrate (20), and a thermal insulation material (40) provided between the outdoor substrate (20) and the indoor substrate (30). And even when a force is applied to one of the outdoor substrate (20) and the indoor substrate (30) in a direction away from the other to move it in the separation direction, the outdoor substrate (20) and the indoor substrate (30) have a hooking margin for hooking the one on the other.
