The invention discloses cement-based repair mortar for road pavement repair and a preparation method of the cement-based repair mortar. The cement-based repair mortar is prepared from 380kg of sulfur-aluminum special cement, 540kg of quartz sand, 49.3 kg of heavy calcium carbonate, 25kg of latex powder, 1.2 kg of tartaric acid, 0.6 kg of cellulose, 0.6 kg of a stabilizer, 0.3 kg of lithium sulfate, 2kg of a water reducing agent and 1kg of a defoaming agent. The preparation method comprises the following specific steps: weighing the sulfur-aluminum special cement, the quartz sand and the heavy calcium carbonate by using equipment according to a production formula, adding into a stirring tank, and starting stirring at the same time; manually weighing latex powder, tartaric acid, cellulose, a stabilizer, lithium sulfate, a water reducing agent and a defoaming agent, adding into a stirring tank, and stirring for 5 minutes after all the raw materials are added; sampling and testing, wherein the water-cement ratio is 0.25: 1; and packaging after the test is qualified, and stacking by a manipulator. The cement-based repairing mortar disclosed by the invention has high fluidity; the quick-drying early strength performance is good, and the corrosion resistance is high; and after being dried and solidified, the coating is basically not shrunk and does not crack, and cracks are effectively prevented from appearing on the pavement.
