The invention provides a device suitable for constructing a fish habitat on a shoreline of a torrent river. The device structurally comprises a fixed frame (1) and a plurality of ecological construction units, wherein each ecological construction unit comprises a flow limiting baffle (4) and an ecological construction frame (5); the fixing frame (1) is installed on a river revetment (31), and the flow limiting baffle (4) and the ecological construction frame (5) are installed on the fixing frame (1). During use, the flow limiting baffle (4) and the ecological construction frame (5) are located in a water body of a river, the flow limiting baffle (4) in the same ecological construction unit is located on the upstream of the ecological construction frame (5), and a fish inhabitation area is formed by an area jointly defined by the flow limiting baffle (4), the ecological construction frame (5) and the river revetment (31). The device has the advantages that the device is suitable for torrent rivers, and inhabitation spaces and refuges can be built for fishes under the conditions of high-flow-speed erosion and large-water-level amplitude variation.
