The steel bar lowering device comprises a base, a rotating seat, a steel bar sleeve and an executing mechanism; the rotating seat is rotationally connected with the base and is provided with a rotating power source, and the rotating seat at least has a 90-degree rotatable angle relative to the base; the steel bar sleeve is connected with the base; the executing mechanism is arranged on the rotating base and located at the end of the steel bar sleeve, and the executing mechanism is used for being matched with the steel bar so as to drive the steel bar in the axial direction of the steel bar sleeve or intermittently brake the steel bar. Manual lowering operation of the steel bars can be avoided, so that the labor intensity and the operation difficulty of workers can be greatly reduced, and free falling of the steel bars caused by manual lowering and a series of problems caused by free falling of the steel bars can be avoided.
