The invention provides a pier cofferdam structure and a pier construction method. The pier cofferdam structure comprises a water retaining structure and an inner supporting structure. The water retaining structure comprises a plurality of water retaining piles, the water retaining piles are arranged side by side, a construction space used for containing a plurality of bridge piers is defined by the water retaining piles, and the adjacent water retaining piles are arranged between the adjacent water retaining piles. The inner supporting structure comprises a plurality of surrounding purlins, the surrounding purlins are sequentially arranged in the construction space from bottom to top, and the surrounding purlins are connected with the water retaining piles; wherein the enclosing purlin comprises a supporting frame body and a plurality of first supporting rods, the outer side of the supporting frame body is connected with the water retaining pile, the supporting frame body is arranged around the construction space, and the first supporting rods are arranged in the supporting frame body. Compared with the prior art, the pier cofferdam structure is stable in overall structure, the water retaining piles are not prone to deformation and deviation, construction can be guaranteed, the safety of the construction environment is improved, and the situation that the construction period is delayed is avoided.
