The invention relates to the technical field of concrete, and discloses construction waste recycled aggregate high-impermeability concrete and a preparation method thereof, construction waste recycled coarse aggregate and fine aggregate are compounded with P.O42.5 cement, S95 mineral powder, an additive, a styrene butadiene rubber polymer and the like to obtain a construction waste recycled aggregate high-impermeability concrete material with high strength and excellent impermeability; after standard curing for 28 days, the compressive strength reaches C50 or above, and the highest strength reaches 67.2 MPa; the bending-tensile strength can reach 7.9 MPa to the maximum degree; the highest splitting strength reaches 4.6 MPa, and the highest compression elasticity modulus is larger than or equal to 45 GPa; the chloride ion diffusion coefficient is low, and the total electric conduction amount (C) is smaller than or equal to 1000 at the age of 28 d and 6 h; and the anti-permeability grade of the concrete reaches P12 to the maximum. The concrete can be applied to engineering parts such as basements, enclosure buildings, municipal comprehensive pipe galleries and the like with high anti-permeability grade requirements, natural resources can be greatly saved, and urban construction waste can be effectively absorbed.
