The ecological spur dike structure comprises a fixed dike body, and the migration channel is arranged between one end of the fixed dike body and a river bank; a containing cavity is formed in the end, facing the river bank, of the fixed dam body, a movable dam body is arranged in the containing cavity, and the movable dam body can enter and exit from the containing cavity so that the migration channel can be closed or opened. During implementation, whether a migration period exists or not is judged; if not, the hoisting device is operated, so that the migration channel is completely closed by the movable dam body. If yes, whether the migration channel is in April to June is further judged, and if yes, the migration channel is completely opened through a lifting device; if not, the migration channel is partially opened through the lifting device.
