The invention provides a PHC pile foundation pile core cleaning device and process method. The PHC pile foundation pile core cleaning device comprises an operation platform, a driving mechanism and a drilling mechanism. The drilling mechanism comprises a first spiral assembly, a third spiral assembly and at least one section of second spiral assembly which are detachably connected in sequence from bottom to top; a tool bit is arranged at the bottom of the first spiral assembly; spiral guide grooves are formed in the side walls of the first spiral assembly, the second spiral assembly and the third spiral assembly in the circumferential direction. The top of the third spiral assembly penetrates through the operation platform and is connected with the driving mechanism so as to drive the second spiral assembly and the first spiral assembly to rotate together under driving of the driving mechanism, and therefore sundries in a to-be-cleaned PHC pile foundation pile core can be brought out. According to the process method for cleaning the pile core of the PHC pile foundation, provided by the invention, one-man operation can be realized, and the labor cost is greatly saved.
