The composition is prepared from 30 to 60 parts of sulfate, 20 to 40 parts of aluminic acid, 10 to 15 parts of organic alcohol amine, 5 to 15 parts of aluminum hydroxide, 2 to 5 parts of diethanol amine, 5 to 8 parts of magnesium fluosilicate, 10 to 50 parts of calcined alunite, 2 to 6 parts of silicon element, 2 to 6 parts of cellulose, 5 to 15 parts of stabilizer, 1 to 5 parts of neutralizer and 10 to 30 parts of solvent. The preparation method comprises the following steps: uniformly stirring hydroxide, diethanol amine, calcined alunite, silicon element, cellulose, a neutralizer and a solvent at a high temperature of 80 DEG C, and reacting at normal temperature for 30 minutes; and adding the mixture obtained in the step S4 into the mixture B, and stirring for 2 hours to obtain the low-alkali accelerator. The cement has the advantages of low mixing amount, good stability, high early strength and high later strength retention rate.
