The invention relates to the technical field of flood prevention, and discloses a material filling device and a filling method thereof.The material filling device is characterized by comprising a material bag formed by weaving ropes, a main body, a power driving part, a crushing part, a material bag connecting part and a quantitative conveying part; the crushing part and the quantitative conveying part are arranged in the main body in an up-down position relationship; the material bag connecting part and the power driving part are arranged outside the main body; the crushing part is used for crushing materials, the quantitative conveying part is used for transporting the crushed materials, the material bag connecting part is used for connecting a material bag to the quantitative conveying part, the power driving part is used for driving the crushing part, the material bag connecting part and the quantitative conveying part, the material bag is woven by using ropes, so that the bag has higher strength; the service life is prolonged, meanwhile, gravels are abandoned for filling materials, large-size materials such as platycodon grandiflorum are utilized, and the large-size materials are crushed by the material crushing part to become large-size materials larger than material bag holes.
