The invention provides an anti-crack and anti-seepage construction device for an outer wall of a fabricated concrete structure and a construction method.The anti-crack and anti-seepage construction device is characterized in that a splicing seam is formed between a prefabricated concrete wall plate A and a prefabricated concrete wall plate B, and pressing grooves in the length direction of the splicing seam are formed in the corresponding positions of the outer wall edges of the prefabricated concrete wall plate A and the prefabricated concrete wall plate B; semicircular notches are formed in the sides, close to the inner wall edge, of the prefabricated concrete wallboard A and the prefabricated concrete wallboard B, a splicing seam is filled with a polyethylene foaming core rod, hollow rubber pipe water stop strips are embedded in the two semicircular notches, and the outer side of the polyethylene foaming core rod and the outer sides of the hollow rubber pipe water stop strips, namely the inner wall side, are filled with polyurethane sealant waterproof layers. The anti-crack mortar layer is arranged on the outer side of the polyurethane sealant waterproof layer.
